Title: Evaluating Post-Implementation Policy Narratives in Kern County California using the Narrative Policy Framework

Abstract: At the southernmost tip of California’s Central Valley lies Kern County, an area widely recognized for its oil and agriculture resources. Agricultural operations have faced scrutiny as significant portions of freshwater in agricultural communities are diverted for irrigation, the amounts often surpassing the threshold for annual groundwater recharge. In an attempt to maximize water-use efficiency, the state of California has passed numerous water conservation policies. The Sustainable Groundwater Management Act of 2014 is among the most discussed within agricultural communities.Restrictions on groundwater pumping have faced backlash from agricultural producers in Kern County. This essay explores the questions 1) How do those affiliated with agriculture in Kern County perceive California’s water conservation policies? and 2) How has the narrative surrounding California water conservation policies impacted the effectiveness of water conservation policies in Kern County? Participants were asked their perspectives and their statements were analyzed using the Narrative Policy Framework to discover common and discrepant stories. Through understanding where the gaps in policy communication and education exist, policymakers can move toward developing and implementing mutually beneficial policies.
